(a) The point about the reservation made in

3(a) of our letter at No.9 is now out of date as the recommendations of the Salaries Commission have been implemented.

(b) Paragraph 4 of No.12 can hardly be

referred to until we find an Efficiency Expert.

(c) Paragraphs 5, 6 and 7 are related to the

question of Treasury control which we have asked Treasury to relax as part of the general financial settlement.

We can,

therefore, leave these points over for the time being.

I submit draft. After it has been

despatched, the file can be recirculated to consider sending a copy to Treasury explaining as above why all the points in No. 12 were not incorporated in the despatch.
